If existing CU members don't renew their membership by Dec 1st, there is a $5.00 late renewal fee.

Do NEW members to the CU, for their first time ever joining and signing up from Dec 2 to Nov each year, have to pay this $5. late fee?

The late fee was never intended to be applied to new members. If any new members were inadvertently charged the late fee you can be assured that the error will be rectified.
