Is someone missing this pigeon?

I found a banded pigeon. It is on my deck and has the numbers CU 2007 COBOURG 263.
I have been searching for over an hour online and I cannot find a listing for that bird and do not know if I should do something or just leave him?
He has some feathers sticking up on his back that don't look right to me.
